The new tax system should be clear and transparent, Chairperson of the Verkhovna Rada Volodymyr Groysman said in the frames of his lecture entitled "Decentralization — strategy of national success" presented to students in Kharkiv on Monday.
At that the Chairperson of the Verkhovna Rada expressed confidence that the new system required a five-year moratorium on introduction of fiscal amendments after its reformation. He said "it would be a great stimulus for foreign and domestic investors, development of small and mid-sized business."
